There are two stages for Quebec Immigration:
The provincial stage (issuance of the CSQ - Quebec selection certificate) The federal stage (issue of the permanent residence visa)
How to get the CSQ
To obtain the CSQ there are several programs, those of skilled workers are:-
Regular program of qualified workers.
Québec Experience Program - PEQ, which is another branch of the skilled workers program Once the famous CSQ has been obtained - following are the next steps.
The federal part of the process
Once obtained the CSQ, a file is sent to the federal government, Sydney, Nova Scotia , Canada (regardless of your country of residence). Then, based on his address, the government will transfer his file to the embassy responsible for his country.
Stages of the federal process:
Sending of documents to the centralized reception office CIO / BRC ( Centralized Intake Office / Bureau de réception centralisée ) Sydney.
Confirmation of opening by email. Transfer of the file to the local embassy.
Note: If you do not live in your country of citizenship and if you have legal status for more than 12 months in another country, the application will be processed at the responsible embassy in the country of residence, not citizenship. If you are in Canada with legal status for more than 12 months, Ottawa will handle your file.
Reception of the order to pass the medical examinations (usually 2-3 months after the opening of the record in Sydney).
Communication from the CIO / BRC or embassy if there are missing documents, clarifications, police certificates, payment of residence.
Invitation to send the passports for the visa (in case you need a visa to travel to Canada). Receipt of visas and confirmation sheets of residence. The last stage is the residence confirmation, known as the "landing" - which consists of passing the Canadian customs presenting the CSQ, the visa and the residence confirmation sheet to confirm the permanent resident status. At this stage the whole family may travel together, or separately, but the principal applicant is obliged to arrive first. All have a maximum of one year after the date of the medical examination to make their landing .
In the federal part of the process the government is responsible for verifying the following:

How long does the process take?
This depends on several factors:
Your country of legal residence The internal situation in the embassy (number of files that have at the same time, number of people in charge, etc.) If your file is complete or something is missing. Official rates:
Initial stage (upon submission of file): $ 550 per adult, $ 150 per child. Permanent residence fee: $ 490 per adult, $ 0 per child. You can pay along with the down payment to expedite the process. Other costs to take into account: shipping fees, obtaining documents, translations, medical examinations.
